Economic Development Director
Ricardo Brings more than 30 years of experience in community revitalization and strategic economic growth as Stockton’s Economic Development Director. Throughout his career, he has led transformative efforts in regions including the Bay Area, Los Angeles, the Pacific Northwest, and South Florida—attracting major private investment, delivering large-scale development projects, and generating lasting economic impact.
Economic Development Manager
Angelina joined the City of Stockton in 2018 after working in economic development at the City of Vallejo, bringing more than a decade of local economic development experience. Her background is in small business support, developer support, business retention, community outreach and engagement, and marketing and attraction. Angelina earned her bachelor’s in economics at Sacramento State and master’s in public administration from San Jose State University. Angelina is dedicated to supporting the development of a thriving and sustainable community.
Deputy Director of Redevelopment
Jordan Peterson serves as Deputy Director of Redevelopment for the City of Stockton, where he oversees redevelopment, real property, and special projects while supporting the City’s economic development efforts. His background includes economic development, housing, redevelopment, transportation planning, and grant administration, with experience managing complex projects, coordinating public-private partnerships, and advancing initiatives that support investment and community revitalization.
Environmental & Sustainability Officer
Grant serves as the City’s Environmental & Sustainability Officer, supporting the Office of Economic Development with a focus on the City’s industrial portfolio, strategic development initiatives, and major grant-funded investments. He oversees more than $65 million in state and federal funding and works across City departments and partner agencies to advance industrial development, infrastructure, sustainability, and economic growth initiatives throughout Stockton.
